The Union Enterprise for Humanitarian Assistance, Resettlement and Development (UEHRD) is a public-private partnership mechanism enabling the government, multi-sectoral stakeholders, concerned citizens and international partners to coordinate and collaborate towards the common aim of peace, development and prosperity for Rakhine State. We are first and foremost a humanitarian effort, striving for effective provision of humanitarian aid, coordination of resettlement and rehabilitation efforts, and the promotion of sustainable development, inclusive conflict resolution and durable peace for all communities regardless of race or religion.
UEHRD was established in October 2017 by Order No. 86/2017 by the Office of the President. The UEHRD committee is chaired by State Counsellor Daw Aung San Suu Kyi, with Union Minister for Social Welfare, Relief and Resettlement Dr Win Myat Aye as Vice Chairperson.
We serve as a bridge to address the needs of all communities in Rakhine State affected by conflict and humanitarian crises. We build inclusive partnerships, practice community-driven approaches, enhance resilience, and promote sustainable and integral development in line with the Myanmar Sustainable Development Plan.
UEHRD provides a platform for government agencies (led by the Ministry of Social Welfare, Relief and Resettlement - MSWRR), multisectoral stakeholders and the private sector to work together through our task forces towards our common aim in an effective and timely manner.
We are demonstrating an effective public-private partnership where the Myanmar government, the private sector, local and international partner organisations, volunteers and citizens are working to address the complex and long-standing challenges confronting Rakhine.
